What does rounded pebbles at the bottom of the Keewatin rock sequence (Archean sedimentary layers) suggest?

The fact that you have any type of sediment above a granitic base indicates a nonconformity. The granite way emplaced underground, it was subsequently uplifted, any overburden (and part of the granite) was eroded away, and rounded pebbles were deposited on top of it.
