Out of State Tuition?!?!?!?

No, most states won't let students apply for residency for tuition purposes. If you're out of state now, you'll be out of state the whole time you're at the school unless you move there, get a job, get an apartment, register your car, register to vote, and then spend 1-2 years working and THEN apply to college.
