3 different approaches on Space Exploration?

My homework says to make a chart of three different approaches to space exploration: sending humans to the moon or another planet, doing only Earth-based research, and one other option. What are the benefits and drawbacks of each of these approaches? Can someone please explain this to me better because I'm really confused. Also, what is another approach??! Your answers are much appreciated.
